A transaction fee rule describes what your payment processor keeps. A rule that names no payment method is the property’s fallback, and it is the only rule most stores will ever need — a processor’s rate is one contract covering every charge you take. Add per-method rules when you genuinely run more than one processor, or when a method you accept is priced differently from the rest.
